Bishop-Davis Land Use Study

Zoning updates, walkable design strategies, and public space improvements are now guiding a wave of thoughtful investment through one of Dallas’ most distinctive neighborhoods

Project Brief

North Oak Cliff community leaders recognized that land use transitions were inevitable in their increasingly popular urban neighborhood and decided to address these changes through a comprehensive study. This study aimed to provide recommendations for zoning changes and establish urban design and streetscaping guidelines to foster a desirable future for the area. Additionally, stakeholders sought to leverage the success of the Bishop Arts District to attract new investment along the Davis Street Corridor and up Bishop Avenue toward Methodist Hospital.

GFF Planning, supported by a Council-appointed steering committee, engaged the community through a series of intimate neighborhood meetings and larger town hall gatherings. These sessions established goals and objectives and gathered feedback on various elements, including urban design landscape and streetscape standards, parking reductions for historic buildings, traffic calming strategies, and height and area incentives for mixed-use projects. The completed study has achieved general consensus and has been handed over to the Dallas Development Services Department for the preparation of the draft ordinance and processing by the City Plan Commission and City Council.

The plan aims to create a vibrant, pedestrian-friendly environment that encourages economic growth while preserving the unique character of North Oak Cliff. It includes recommendations for infill commercial and residential development, improved connectivity, and enhanced green spaces. By fostering a walkable urban space, the project seeks to maintain the neighborhood’s historical and cultural significance while promoting sustainable development.
