Trinity River Comprehensive Land-Use Plan

The Trinity River plan exemplifies how large-scale public investment, when paired with visionary urban design, can serve as a powerful tool for advancing equity, resilience, and quality of life

Project Brief

In 1998, Dallas citizens voted to allocate $246 million in bonds to fund the initial phase of the Trinity River project, encompassing flood protection, recreational amenities, several lakes, a new riverside parkway, and the preservation of the Great Trinity Forest. This ambitious initiative aimed to transform the Trinity River Corridor into a vibrant, sustainable area benefiting both residents and visitors.

GFF, in collaboration with HNTB, led the effort to establish a comprehensive land use policy for the corridor, predicting the economic impact of this significant public investment. As urban design specialists, GFF prepared urban design framework studies for each of the 22 primary study areas along the river and illustrated prototype development configurations on 10 high-profile sites. The goal was to create a cohesive vision for the corridor that integrates flood control, transportation, recreation, and environmental preservation.

The plan envisions a transformed Trinity River Corridor, emphasizing connectivity between North and South Dallas, fostering economic development, and enhancing urban life through strategic public realm improvements. This comprehensive approach not only aims to protect the area from flooding but also to create a central, green space that serves as the “front yard” of the city, enhancing its overall appeal and livability.
